I think it should be game-forcing, because I just wouldn't want to make such a revealing bid on an invitational hand. A splinter often helps them with the lead, but is rarely useful in deciding whether to bid game or stop in a partscore.
If it goes 1a-1c;3c and responder is interested in slam, you can play 3(c+1) as a shortage ask, so not much is lost on the slam hands.

best to play as gameforce, sure there will be some hands you go negative
however is better to be GF then search for those rare hands where you will pass 3C or bid 3D to play. Remember opener in standard could be very strong as much as 21 hcp and not the right hand to open 2C

The vowels have been held down long enough. Only 5 of them...outnumbered greatly! Some of the consonants are willing to be "vowels" at times, but run in shame when their counterparts see them doing so. They have so many different sounds at times, that many of them don't even feel they have an identity.
In conclusion...how dare you try to take away the only thing they have going...one of them earning the right to be at the front of the alphabet!

Billy Miller describes it in his Dear Billy column as a "Splimit".
The Bridgehands website shows a similar treatment, calling it a Mini-Splinter. However they add the following, "Note: partnership agreements for Mini Splinters - some play opener's jump forces game."
I have seen other players use Jump Reverses, 1a (P) 1c (P) 3b as a GF with specifically a stiff, with the 4 level splinter as a Void.
So...whatever floats your boat apparently.
