2. I would have opened 1N. If I opened 2♣, I pass now

4.3♠. Yes it is forcing and I would bid 5♣ or 4♠ 50-50. 4♦ is best, if we have a CLEAR agreement that it is Choice of Games.
By the way, I like to play 2NT as Lebensol over 2M overcalls.

3. 2.5♠ depending on the phase of the moon... probably 2♠
4. 3♠, 4♣ is forcing (don't try to get out of a misfit at the 4-level) and I'll probably bid 4♦ over that, there's little risk of going overboard.

We use something very similar to this. The 2M is nf and 2N is a puppet, 3m is constructive and dbl is invitational+ without a great fit for partner's minor. I think all of this is strong. By giving up penalty doubles we free up 2N and get to handle awkward hands of GI+ strength.
We don't use 3-level transfers, opting instead for fit showing bids. We also use 2N to compete in a lower ranking suit and GF with six in a higher ranking suit. I think either approach is fine.

We use conditional transfers to show a good 5-cd or better major. Opener accepts with 2+ cards in the major, otherwise rebids 3♣ with minimum and 2NT with maximum. This works well for us.
Responder passes the example hand, no problem.
