boring hand what you answer with this flat hand

what do you bid
if east make a 1 over call does it change ?

South opens 1 and you give us the South hand, this doesn't help. If you mean N opens 1 I respond 2 inv + inverted. If there's a 1 overcall I can (unusually, most people don't do this) still use the invert or bid 2N natural. 2 would be available to most people as a diamond raise.

What is a boring hand doing in Interesting Bridge Hands? :)

As Cyberyeti said, it depends upon many system variations, there is no single "5 card majors". To start with, 1 might promise 3,4 or even 5 cards. Most could bid a natural 2NT response, although that would be timid here IMO. Some play 1 - 2 as GF, others 1 - 2, others both of these or neither.
In our system it would probably go 2 if uncontested, 2NT if E interferes 1 though a 2 diamond raise is also available.

In the ACBL you will likely see many people bid 2NT with this hand. They either don't have enough points (GF) or enough diamonds (5) for a diamond raise, and this hand is balanced. I'm not saying that's good, but it would happen.

1-2NT INV NF is incredibly ugly, but it seems to be becoming standard.

I doubt it would change with a 1 overcall, but many (including me) would shift to "support with support in competition", 4-cards and no ruffing value ignored.

If you play "unbalanced diamond" or at least "1 clubs or balanced", that tips the scales in favour of a diamond raise; at least you don't have 12-flat opposite 12-flat pretending to play in diamonds.

6 diamond is makebale if finess work
yje final contract is 3Nt making 6

FP is ilegal under ACBL regulation this was a simulation not a game in a Club !!!

The only thing that changes if east overcalls is that it gives you a reason to believer the diamond finesse is working if you can determine that is the keycard that's missing
