as stated above my partner and I registered for the 9:10 and then 10:10 MST pairs today
Nothing started.
What is the problem.

Both started.
Your pair was not picked up (and neither was charged, fees was collected when players are seated).
Both players in a pair need to be:
Your partner was not connected, both times. She connected 7 min after start the first time, and 30 seconds after the second time.

The same thing happened to me and my partner several times in the last week. Are we no longer allowed to look at another page on BBO in the five minutes before a tournament?

You can do anything you like on BBO except start playing in another time-limited tournament.
You can play in a daylong or challenge, since these allow you to leave and return at any time.
