Partner of X=PoX
Partner of Y=PoY
Player X=X
Player Y=Y
Lets say player X (South) have x xxx ♦AKQJTxx xx , player Y was LHO of player X
and auction went
North: PoX opened 1♥
East: PoY Passed
South:X responded 1NT
West: Y overcalled 2♠
Before PoX take any action, X (South) apologized for his error for his 1NT and substituted his bid with 2♦. There was no director.
How should this issue be resolved if
A. West do not accept the substitution
B. West accepted the substitution
C. West accepted the substitution and he also substitute his 2♠ to 4♠
What north do would be legally wrong / morally wrong?

If the 1NT bid by South is considered not unintended and West does not accept the substitution then
Law 25B said:
2. Except as in B1, a substitution not permitted by A is cancelled. The original call stands and the auction continues (Law 26 may apply).
3. Law 16C applies to any call withdrawn or cancelled.
Otherwise Law 25A or Law 25B1 (as the case may be) applies, the substitution is accepted and West may substitute any legal call for his 2♠ bid.

When you’re playing without a director, and can’t call one, you can lookup the appropriate laws if necessary, but the outcome of this consultation should be subject to a majority agreeing on the decision. It’s certainly not good to play a serious match without (access to) a director.

Nothing prevents an acting Director to have all the preparations completed in advance, he need not be present during the play.
In Norway it is customary to have licensed directors available on call, but for the most important events we require (by CoC) that a properly licensed Director is available on the premises.
