If opps are bidding the spade and hearts I pass of course.

If pd opened 1 and they overcalled 2, I'd double or bid 2 NT if that is natural.

If they opened 1 and pd overcalled 2 then I'd cue 2.

I rank
1. Pass = NAT. Intending to pass partner's reopening double (Risky with these poor pips)..
2. Double = T/O. Short a pip.. Close 2nd choice.
3. 2N = NAT. A bit light.

The sub-title seems to suggest that a double would be penalties. Not for me and not for most I think.

It is more likely that the sub-title was questioning whether I would pass, planning to also pass a re-opening double for penalties. I might consider this at pairs, but I need more to pass this sort of part-score double at IMPs. I would bid 2NT (accepting Nige1's comment that I am a little bit light for the call) - second choice would be a take-out double.

I would make a negative double. I'd rather be a bit stronger for 2NT.

Double for me would be a "good 2" as opposed to a direct weaker 2, and 2NT is also spade support, so I pass.

1st reaction would be to pass. If I start thinking about it, I can no longer pass even if I eventually decide I should pass. Then I have to double OR bid 2NT if partner is a renown sound opener.
