Double is correct. This shows exactly four hearts in standard American. Yes, 2♥ would promise a five card suit.

Dbl could also be based on more than four hearts if the hand is too weak for 2♥ (and doesn't qualify for a 3♥ bid, which most play as weak).

We must define terms before answering this question. By "Standard American", do you mean:
More specifically, the question is "do you and your partner play negative doubles?" If you play negative doubles, which are included as a part of SAYC, then it is correct to double on this hand and bidding 2♥ would show 5 hearts. If you do not play negative doubles (as many Goren-style players don't) then 2♥ does not require 5 hearts and it is a reasonable bid on this hand.
- A system originally developed by Charles Goren and still played at kitchen tables in millions of homes in the United States, or
- the system Standard American Yellow Card (SAYC) which was developed as an updated version of Goren bidding and is generally regarded as a minimum system for club level and higher bridge players throughout the American Contract Bridge League (ACBL)?

In general, the meaning of a bid does not change, if they interfere.
From this rule you start, and than, if you feel the need, you adapt this, to handle
the reduced room you have after the interference.
Most of the time you drop the lesser important requirements, shape requirements are
important requirements.
Without the interference a 2H bid would show 5+ and 10/11+HCP, due to the fact that
shape is important, most (basically all) peoble would keep the shape requirement
for a 2H response, and will use X for the hands, that cant be bid directly. (*)
(*) I did not say, that all peoble keep the HCP requirement, most do, but not all.
