I would like to be able to express agreement without making a "me too" post, but when I hit the green "+" I always get the error message, "You have used up your quota of positive votes for today." Why do the forums have this feature if nobody is allowed to use it?

I've upvoted your post to show it's not "nobody". There's probably some minimum amount of posts required in order to upvote (only mods can downvote).

When you have made 50 posts you will be promoted from Members to Full Members. Then you will be permitted to upvote up to 20 times a day.
