My guess is that declarer has 6♥, 3♦ and 4 blacks.
He tries to ruff a ♦ in dummy.
Other than the ♦Ace, P should provide 2 trump tricks and either a ♠ ruff or one more ♦.
Playing the ♦9 caters for both when P gets an immediate ♠ruff, or when he must overtake and play on trumps.

Declarer cant have 3♦ because partner has either 2 o 4.

Maybe I misstook partner's signaling, because he had Axx on this hand.

it is hard to imagine why declarer would win the first trick
with the dia K if they held AK. Given that information alone
it seems something strange is going on
p has the dia A or T or both from the initial carding.
while the 9 may work most of the time it fails when
p has only the AT left and made a desparation play to
get a spade ruff (when they looked at that fantastic dummy)
by ducking the first dia and getting us in with our J.
The best dia play right now is the J which caters to all
scenarios. If declarer started with AKxx pay off and get
get some easier opponents to deal with sheeesh.

I play the jack (in case partner had ATx) and attempt to give partner a spade ruff. I hope he made a good play by ducking the ace to leave me with an entry for just this purpose. Yes with ATx he could have played the T but I don't think the jack can cost so I may as well save him just in case he didn't.
Edit: I didn't read the post right before mine. Change to "agree with gszes".

"What's the big rebid problem? After 1♦ - 1♠, I can rebid 1NT, 2♠, or 2♦."

All well and good.
Partner would not duck the ace with 4 diamonds, neither with two.
But what is the layout where a spade ruff now is necessary to beat the contract?
