Abstain - I'd bid 2 the first round.

ok if I can't abstain then I bid 3 now? who knows.

some people play that 2 promises significant extras, in that case this is an easy 4 bid but most people play that this is just competitive (i.e. all takeout doubles with 4 hearts will bid it), in which case we still don't have a GF hand.
... and I can prove it with my usual, flawless logic.

I can agree with a pass in second seat, but in the second round 1 ? Is this forcing?
Now I am very close to jump to 4 Heart, after all, I did not do my hand any justice with the bidding so far. But I try an invitational bid with a balanced hand- whatever this is in your system, in my it is 2 NT.

Not much to add to previous posters, I'm afraid. I agree with the initial pass - I don't really think this is an opening bid even in my Precision based system, though I could live with 1. But the 1 bid on the second round was absurd, I'm afraid, and makes it very difficult to give a sensible opinion now. Of course the 1 bid showed SOME values after responder bid 1, but you will never be able to convince partner you have anything like this hand. 2 couldn't possibly give partner the impression that you were stronger than you actually were given that the hand is a maximum for the initial pass.

I would open 1 (assuming light openers), respond 2 to the double, and bid something unambiguously constructive now; probably 3 or 3.

I had a part about 3 the round before in my original post but I'm not so happy with it, even if it's a super invitational hand (which it isn't for many people). This hand is not that good, no shape, 2x Qx..
... and I can prove it with my usual, flawless logic.

I also wondered whether 2 would have been enough. Without the 1 bid it certainly feels like you would want to do more, although perhaps it's not entirely clear what. With the 1 bid I'm happier that in raising the lower limit of a 1 bid you also implicitly raise the upper limit of a 2 bid slightly.
