Can someone tell me what is out there, on-line, to generate semi-random hands fitting a given pattern and highcard point perameter, yet allowing me to eliminate specific cards from the sample?

dealmaster pro ( commerical ) can also handle deal generation without you needing to be a tech
http://www.dealmaster.com/ . It has been a while since i've used it so i dont recall if it allows you to partially constrain a hand.

Yes, dealmaster pro does allow specific constraints, as well as being able to do simulations and create hand records do DD analysis and a few other things.
