Yes, it shows strength in the form of an honor but not necessarily length.

2NT = minimum, fit ("fit" being Qx/xxx+)\
Raise = max, fit (can also splinter, unless major was possibly artificial)
Rebid own = no fit, minimum
New = no fit, "feature" (intentionally fuzzy)
3NT = solid suit (like 3NT after feature or OGUST)
BTW, the RONF new suit can be either a suit or an artificial stopper ask. Thus, after say 2♥ opening, Responder's 2♠ either shows spades OR an interest in raising to 2NT/3NT if Opener has a card in spades.

Not sure what to do with AKQxxx and out. After 2NT you bid 3NT but after a new suit you'll like to let partner declare in 3NT. What about this:
2♥-2♠
?
2N= spades raise, at least Qx or xxx.
3♠=AKQxxx, no spades support
That rightsides the final contract and is also adheres to the useful space principle.
