Today when I went to register for a $0.10 Churros Pairs tournament, I was charged an extra $0.59 to play with a GIBBO partner. Is this a new site-wide policy? (Prior to today it was free to play with a GIBBO partner).

That extra 0.59 BB$ is the usual fee for registering with an advanced GIBBO partner in a tournament on BBO.
In some games, BBO has occasionally included free GIBBO registration as a promotional offer. That was the case for the 0.10 BB$ Churros Pairs for a period of time, but that offer has now ended. As a result, these games now use the standard GIBBO partner fee, just like other games on the site.
There is no extra charge if you register with a human partner. So if you would rather just pay the 0.10 BB$ entry fee, you can join with a friend or look for a partner at the Partnership Desk.
