It depends on partnership agreement and the meaning of 2♠. It is relatively common for it to either mean "I was about to bid 2♠" or "I have some points and they can't play in your suit, so I get to show that 'for free'".
Quite a few people play North's 2♠ as a good club raise, in which case EW are outgunned by quite a bit (an opening plus a good raise means it's likely their deal). In that case the double can also be used as a lead director, i.e. "I have Hx or better in your suit so feel free to lead it against their eventual 5♣ or 3NT". It is up to partnership agreement which use you like more.
