Double of Opponents Cuebid

Bidding went:

South 1
West 1
North 2
East- Double.

What does Double mean in this situation?

It depends on partnership agreement and the meaning of 2. It is relatively common for it to either mean "I was about to bid 2" or "I have some points and they can't play in your suit, so I get to show that 'for free'".
Quite a few people play North's 2 as a good club raise, in which case EW are outgunned by quite a bit (an opening plus a good raise means it's likely their deal). In that case the double can also be used as a lead director, i.e. "I have Hx or better in your suit so feel free to lead it against their eventual 5 or 3NT". It is up to partnership agreement which use you like more.
