the gain is so infrequent (see 0) to have to open a minor suit preempt with 4N which is a real loss is not worth it.

Interesting idea, but why do you feel the need to open with Exclusion BW? I understand the need to avoid preemption, but this problem hand is easily dealt with 2♣ - 2x - 3♠ (I have a solid suit, please cue bid), 4x - 4y (please tell me your holding in xyz suit).
Or, better yet, play a double jump over the 2♣ response as an asking bid.
Like many others I do play 4N as a "good 5 of a minor bid".

Some bids come up so infrequently that improvements have basically been ignored: 5-of-a-major being one.
I wonder if this structure isn't at least as good and might be more useful:
4N=minor preempt
5C=exclusion, 0, 1, 2
5D=exclusion, 0, 1, 2
5H=exclusion, pass, 1, 2
5S=exclusion, pass, 1, 2
