Adding or subtracting a pair after game start

In an ACBL game I directed today, I thought I had 8 1/2 tables with a 9x3 Mitchell and 9EW as a phantom pair. BUT - after every table was close to finishing the first board, I learn that 1-West is missing - and not arriving due to illness.

1. Assume for now I can get everyone to stop play after their initial board. How can I easily and quickly turn this into an 8-table 8x3 bye stand relay (relay and share)? Or even a 7x4 Skip Mitchell (which I normally would not use)?

2. Are there any references out there that tell you had to add a pair and also how to delete a pair in the middle of Round 1?

Move 9 NS to 1 EW and play an 8 table double-weave, in this case.

More generally, going from having a sit-out pair to a full movement by losing a pair, you can turn the movement into a Blackpool with an irregular board sequence.

Adding a pair to a full movement can be done with a bump.

Here is what I would have done if I had time:

T1&2 Bds 4, 5. 6 share
T3 Bds 7, 8, 9
T4 Bds 10, 11, 12
T5 13, 14, 15
Bye Stand Bds 1, 2, 3
T6 Bds 16, 17, 18
T7 Bds 19, 20, 21
T8 Bds 22, 23, 24

I would need to change the movement to a n 8x3 bye stand relay share with Tables 1 and 2 sharing, then in ACBL score reassign the board numbers
