I thought "speaks up" means that he says something substantial or controversial, but I suppose I misunderstood something.

Well, what I found interesting were his thoughts on replacing (against the rules of e tournament) a discredited pair when the clean members of several other teams voluntarily withdrew from the competition.

That sounds more like a problem with the tournament organizers, if they don't enforce their own rules.

Yes, but the more important issue is that the other teams who qualified with a, let s say "suspect" pair could have added another pair during the time permitted by the rules, but didn't try.

There's a fair number of salient differences between what happened with Poland as opposed to the other teams involved in the scandal.
