I was considering switching to Transfer Walsh over 1 opening
1=, 1= etc.
but i dont think it is allowed by ACBL GCC. Am i right about this?

This seems so silly its just a transfer everyone knows how to handle transfers.

What does it mean to "know how to handle" transfers? Most players are used to transfers being used after 1NT, when opener's hand is pretty well defined. Things are different after a 1-level opening, when opener's hand can be anywhere from 11 to 21 HCP.

Anyway, it looks like transfer response are allowed in Mid-Chart, but not GCC. They're only allowed in GCC if they promise game forcing or better values.

Well, if your 1 opening bid promises 15+ hcp and is forcing, then you can play Transfer Responses (i.e. The Millennium Club by Lyle Poe) in GCC events.
Ultra Relay: see Daniel's web page: https://bridgewithda...19/07/Ultra.pdf
C3: Copious Canape Club is still my favorite system. (Ultra upgraded, PM for notes)

Definitely Mid-Chart but you do not need to provide a defense as it is covered by the constructive responses exemption. However you do need to have a written description of your methods available for the opponents.

I was pretty sure that the BOD or Conventions Committee had discussed making transfer responses GCC in the past year or two but cannot find it with a quick search of their minutes - but I recall that it was rejected so presumably will not happen in the near future.

I've used them for years in Toronto clubs with no complaints, and permitted by club owners. In mid-chart events, we pre-alert and provide a defense which saves time. Some directors in GC events let us play them if we ask permission beforehand. I've played against them in GC events with no pre-alert and the opps have said nobody really cares, what with all the club systems and Montreal relays etc.
