2C/1M GCC legal?

After reading the post Phil made about illegal conventions http://www.bridgebas...gal-convention/
I am wondering if 2/1M as and GF, balanced GF (including 3 card support 1M) is GCC legal? Probably not since clubs could be as short as 2?

If it's always game forcing, it's allowed with any meaning.

If it's not always game forcing, it has to be natural.

Ok, so it is the 'limit raise' compenent that makes it illegal in the post Phil made?

Item 3 under "Responses and Rebids" on the GCC: CONVENTIONAL RESPONSES WHICH GUARANTEE GAME FORCING OR BETTER VALUES. May NOT be part of a relay system. So as long as it's GF and not part of a relay system, it's legal.

This means that a Polish 2C response which could be balanced GF or natural with clubs (but not GF) is not GCC legal. Or, so it seems.
