Compton doubled 4♠ on the auction with ♠KT9x, A, A, K while I was commentating. Hamman pulled with a 1=4=4=4 which was not successful.
A very reliable source told me privately that the double is supposed to be TO.

Diametrically opposed to the previous quote (from the infromation point of view), I would welcome clarification.

I'd always play it as penalty, 4nt for t/o

I think the point was this:

On the BBO VuGraph, it was Compton who doubled as South, and Hamman, as North, that pulled with 1-4-4-4.

Well clearly Compton should not have doubled and taken the easy plus.
Please note: I am interested in boring, bog standard, 2/1.

This would be strength showing for me. Or convertible, whatever you like to call it. Partner will pass most often, but bid with a shapely hand. 4NT would be purely t/o.
